    Is it safe to buy earth worms from a bait shop to feed to a Pacman frog if not were should I get them

    It really depends on where the bait shop is getting them and how they treat them. If you live in Texas, you've got several options for nightcrawlers. Academy and Walmart are great sources of safe worms (Walmart is cheaper).
