Default Slight redness under the throat

About a month ago I noticed my pacman has a bit of redness under his throat. Its about the same as the slight pinkish colour they have in their legs. He has never had that under his throat before. His toes at the bottom have had a slight redness for over a year so I considered it normal as he was acting fine.

A month and half later I was inspecting him while giving him a soak and the redness is still there uner his throat and belly. Is this a sign of redleg disease? Unfortunately I dont have any pictures.
