Males are 1.2 - 1.6" as adults. So around the time he reaches that size! But if youre not sure you even have a male, you can tell by how white the throat is. Males throats are speckled with black dots.

My male, Atlas, started calling 5 months after I got him. I would guess that he morphed in the summer of 2013 sometime, and I heard the first noises from him in January of 2014. He was very very sick when I got him though. My neighbors found him in their basement and he was about a half inch long and very skinny. So yours may call earlier than that. I would say he was over an inch snout to vent when he started calling though.

They stay white until maturity typically (around the same time they start calling) and they can go to completely white also, same as some females will have spots on their throat, though they do not get as dark as the males. I have one male that has never ever called and he's never gotten a dark throat....I figured out he was male 3 years after I got him when finding him in amplexus with a female. I assumed he was female until that point. Hence why I have a male grey tree frog named Silvermist.

I had an eastern male that didn't start chirping until a year old and pretty much full grown. The little cope's male I have now though, he started chirping 2-3 months after I got them. Ordered in a m/f pair last summer since cope's aren't native to my area. (I know, I know.. I prefer to go with CB when possible, and to get tadpoles or froglets as young as possible otherwise. Don't hate me on that please.) The copes had assumed their adult colors, but were less than 1" when I got them, 2-3 months old at most I would guess? He was a little over an inch long when he started trying out his voice. (Love the calls btw) He also has grown into a large specimen, 1.7 inches and not quite a year old yet.
On a note of ways to coax him to sing, mine chirps up a lot right after I mist the tank, certain music sets him off, and beeps from a digital kitchen timer get him puffed right up and singing for some reason. If he is still young, don't stress it, he'll talk to you when he's ready. And once he gets going he probably won't shut up.
