My toad Lola hasn't burrowed since August, and refuses to hide. She eats, poops, and runs away from me, but she isn't acting very toad like. Every time I walk into the room where she is, she is sitting out in the open, and then she quick looks up at me, as if saying, "what's up?"

Not to worry
If she is otherwise acting normally, I wouldn't fret. I've notived in my two wild Bufo bufo boys that they have become incredibly use to our presence here at home and clearly associate me being there with food.
In the beginning they'd hide constantly and only come out near dusk or if I put food in their tank. Now they keep to their own schedule - they're still more active during dusk, twilight and night time, but often I also see them taking a stroll during the day and they don't care much if I walk by, unless I accidentally startle them by a quick movement or take their tank lid off.

Toads just get calmer and trusting with time. In my experience. My toad used to burrow all the time. Now she doesn't care even when he's being held. Although mine is very fat.
