Not really. I mean you could get one SMALL reed frog or one spring peeper, but most tree frogs need at least an 18x18x18 preferably bigger

Unless you're certain you're getting only females, all frogs may make noise. Male dart frogs and other small frogs will make less noise, while larger frogs will usually make more noise. Could you clarify whether you are talking about Whites or milk tree frogs? The size difference is substantial.

If the terrarium is made of mesh, it will not be suitable. Only glass and acrylic or a plastic tub should be used to house frogs.

The common names can be ambiguous, with some common names being used for multiple species and some species having multiple common names. So it's best to stick to the Latin or at least mention the Latin name of the frog you're considering before switching to the common name of your choice.
