I would have to say the turtles would be the problem. I'm not sure if I would mix the two, as Fire-Belly toads are toxic. I don't know much about turtles, I admit, but try separating the two and see what happens.
I have a 20 gallon long aquarium with 1/2 water (4" deep) with a Decorative Reptofilter waterfall Made By: TETRA USA INC. The other 1/2 fine coconut substrate. There are two small aquatic turtles (2") in the water at all times and very rarely come on land and I have four Fire Belly Toads that will not go in the water.
Is the water that's flowing "scare" them or is it the turtles?

Hi there jersey chuck, welcome to the forum.
I agree with Jace. I would definatly separate them.
Fire-bellies always think something is going to eat them. Remove turtles, replace water with clean, de-clor water and I bet the frogs are in the water all the time. All the best.
