You should clean the water dish under extremely hot water at the very least once a week. It most likely isn't harmful, but still a sign the bowl need to be scrubbed good. Hot water, no soap, and rinse with Dechlor water.

For what species of frog ?

IF this water dish is in a Toads, Pacs, Whites or Red Eyed Tree Frog enclosure ---
-It should be cleaned every day with hot tap water and refilled with de-chloranted water.
-therefore, a washable and easily removed dish could be used

IF it is in a PDF enclosure ( and not being used for an egg deposit site) than add ( distilled ) water frequently
-let it over flow the sides a little as it is not necessary to remove the dish.
-consider using a "natural" water dish such as and up-side down coconut hut.
(they work like a charm and are resistant to developing yuckie slime )
