The humidity of my frogs use to be around 75, however in the SUMMER it decreased to 55 and 60, I need help on how to increase the humidity of my red eyed tree frog. I mist 3 times a day, I put my heat mat/heat lamp, and add extra water in the water place. I really need help it's been happening for days.
What company made your hygrometer. Some can be really off
Misting three times a day should be working. Repti foggers by zoo med, exo terra monsoon 400s, mist kings, and other foggers and misters are great ways to keep the humidity up but they are pricey. Is your frog acting normal? Color is the same? Eating? Is the substrate always moist?
Other, more cost effective, but arguably less efficient ways of improving humidity include placing moist paper towels over the enclosure-not covering completely as ventilation is still required, adding moss-this method requires that you either bowl feed or hand or tong feed.

I got my hygrometer from a terrarium box, and that was from zilla.my frog is normal, I use spangham moss and the mist usually comes on the moss, so it's probably moist, also just saying their red eyed tree frog

And onto your questions.
Sounds like you have an Analog Hydrometer. Those things are horrid, It's almost better to have no hydrometer than to have analog on. You can get a good digital hydrometer for around $20.

They also make the same thing, but with a thermometer built in. Now digital ones are not great and can be off by 10 - 15% , but they are much more accurate than the the analog ones.
----- Ok Onto humidity
Heating - (I apologize if you know this bit already) Heat and humidity are inversely related to each other. Has heat increases it will cause the Humidity to decrease. So with that in mind lets take a look at how you heat the enclosure. If I understood you correctly you are using a heat lamp. This is an affective heating method, however while the light is on the humidity will get burned out of the tank. You are also using a heat pad? You shouldn't need both. If you replace the Heat bulb with a Ceramic Heat emitter (CHE) you can heat the tank 24/7 because a CHE produces 0 light. It provides a radiating heat and is by far my favorite way to heat a Tree frog tank.
Misting - No mater how you heat you will need to mist. Either to add humidity or add humidity and water plants. Having things like moss or a water feature can add tot he humidity, but are not required.
Ventilation - Reds do require some ventilation. You can cover between 50 and 75% of the top to help trap humidity in. I use pieces of glass to accomplish this. It works famously.
Lighting - Somewhat covered in the heating section. The lights you use will affect humidity based on how much heat the produce. I CFL or Incandescent bulb produce quite a bit of heat and will dry the air out. Florescent bulbs produce much less heat and LED lights even less heat.

Care to describe your tank to me. Lighting, Substrate, Ventilation, Size, and anything else. A picture of the whole enclosure will be very helpful as well.

First of all, thanks for the useful info, now describing the tank, it's a 24 x 12 x 10 and it houses two red eyed tree frog, and a baby albino pacman frog( I am planing to move it), the moss is zoo med terrarium moss (spanghum moss), the lighting is a day blue light bulb from zilla

That Hydrometer is worthless. Every one I have used and ones people have posted are all garbag. So replacing that should be high on the list.
The full mesh top will be working against you as will your light source.
Also Reds really need more vertical space in their enclosures. Have you considered getting the Red its own tank?

I also put wet napkins on the terrarium and the humidity went to 60, is their any way such as the napkin thing that will raise the humidity to 70-75
