Default do you use a filter or just do partial water changes?

So Im the proud owner of 3 petsmart firebelly toads now. I dont get to the city very often and they had three on sale so I snapped them up.
Got them set up in a 10 gallon for now. Half full of treated water with slate piled up to make a dry area. Not the prettiest but functional.
I will be working on the 40 gallon but I want live plants so it will be a little while.

Sorry I already asked this question, duhh..So ignore it.
    Thanks...
But I am happy with the new toads.
