I have two set ups - one with Cobalts and one with Black and Greens (pair in each). The Green and Blacks are smaller and less active, but are in the bigger tank 18x18x24 vs 12x12x18. I think I need to exchange the habitats. What do I need to do to the habitats before I do this? Does everything need to be sanitized? Both pairs are healthy. Thanks for any advice you can provide.

Realistically, you can probably get away with just swapping them out. Although giving everything a quickie rinse outside of the tank and a good internal wipe down wouldn't hurt. Also, a change of the top inch of cocofiber wouldn't hurt.
