is it possible my frog will only stay the size he is. around 2.5-3 inch. also around 2 or 3 months old

Growth rates can vary. If he did not recieve ample care where you bought him from he could end up stunted, but I would try not to worry much about that and provide excellent care for him. You may be surprised.
