So I have a Big Berkey Water Filter, can I use sink water in that for my toad? It's a blue plastic one.

Water filters do not normally remove chloramines. Still need to use a dechlorinator, unless your literature specifies it does, and you trust them with your frog's health .
Remember to take care of the enclosure and it will take care of your frog !
