What wattage heating should we use? Is it better to use a pad or a bulb? Right now My home is pretty warm.. 70ish.
I use an infrared bulb, no higher than 50 watts. You use a 60 watt but if your house is warm you may need only 50w. Easy to keep the cage warm and like being able to see my frog even at night with the red light it produces, without her being any the wiser (frogs can't see infrared/red light, y'know).
Heating pads (the adhesive mats I presume), if used, should only be stuck to the SIDE (either the long wall or side wall I guess it doesn't matter). I've personally never had much success with this method so I've always stuck with lamps. Just make sure said lamp has a dimmer on it (or you could order a dimmer cord) so you can adjust the temperature as needed; infrared bulbs get pretty dang warm with when not turned on full power.

Depends on a lot of factors.
Ambiant temp (house temp) is one of them.
Target temp 80to 85F
and the size of the enclosure.
Pyxiefan001 is correct about the placement of heat mats.
Depending on the size of the enclosure just a mat may not do the trick.
So I use a combo of a heat mat , ceramic heat element, and infra red bulb.
controlled by a zoomed hygortherm HT-10 to keep 80F at daytime and drop to 75 at night.
You have to use some kind of control of the heat or you could cook your baby.
Why do they need that much heat anyway? Point me to the light fixture and bulb I need.

Since you posted this in african bullfrogs I can safely assume that you have a african bull frog.
the other thing I need to know is what size is the enclosure or tank.
if it is small you won't need too high of a wattage bulb.
I use three different sources of heat since they work different ways and for back up, if one source fails I have two others
to do the job.
ALso I forgot that I hope you have a thermometer and a hygrometer in the tank.
Now i haven't kept african bull frogs yet so I don't know what environment they are happiest at.

Does it have a wire mesh top?
if so then you can use the deep dome fixture from zoomed and not have to clamp it on something.
The 50 W bulb will work just get some way of regulating it.
What do you recommend to control the heat!? I just solder herpstat before u got this frog.
if you have some money to spend the zoomed hygrotherm HT-10 is the best way to go
so when you upgrade and get a misting system or fogger it can control it too.
and you have a night time and daytime temp.
You can get a dimmer from home depot and a outdoor plastic outlet box and a short extension cord
some wire strain reliefs a couple of wire nuts. (the dimmer switch may come with some)
