Default Appropriate Temp and Humidity Levels - What is the truth?

I've read and heard conflicting accounts about the temperature and humidity requirement for firebelly toads. Some say I should heat my terrarium because the toads need a day-time atmospheric temp of around 82 degrees F. and a humidity of between 65 and 90% (PetCo. said this and a book I read). This means that I would need to buy a water heater (which I did) and a heat lamp (which I didn't). Heating the water doesn't seem to heat the air enough, enough to get up to 82....

Others say (the internet in general), that the toads are happy with household temperatures, that I might not need any heating device...

So, I'm confused, and sick of spending money. That water heater was 30 bucks. ....But once I get frogs, I want them to be really healthy and happy. What do you think? What do they really need in terms of temp and humidity?

PS- I live in Fremont, CA (near San Jose). My household temp during the day ranges between 68 and 70. At night it might get down to 63-65 in the house.

PPS-I recently learned that these frogs hibernate...I bet this is related to temp and humidity...

    Hi there
FBTS may be happier at a higher temperature around 20 degrees
celcius but can survive severe temperatures around 10 degrees celcius
a 50watt flourecent bulb would make the temp rise.
