Default Urgent! What is wrong with my ADF?

I just find that my ADF floats on the water surface and nearly keep herself statically, unless I touch her a bit frequently. Just as the photo shows. Is my ADF ill?
So what should I do now? Could i change water right now?Name: P1020758.JPG

Mine did that when they got some fungus infection. If an animal started to behave like this, it has only 1-2 days left at best. I had to threat the whole tank with antibiotics (enrofloxacin), as because of the bad water parameters lots of fungus has grown inside the weakened animals and started to appear on their bodies too.

How does fungus like that build up?

The veterinarian said something must be wrong with the water quality. In my case I think the pH level was too alkaline (pH 9-9.5). It weakened the immune system of the sensitive tadpoles and froglets so the fungus could appear.
