Whites have thicker skin then most other tree frogs and put up with handling much better. If you have handled chemicals within 24 hours of wanting to hold your frog its wise to wear gloves just to be on the safe side. Other then that I'd just say dont do it a whole lot but occasional handling is ok. I usually put Azy on my shoulder while I spot check her tank (I have to practically tear it down because shes started burying her poop for some reason o0) every night and sometimes I'll have her sit on me while I sit and watch TV or read.

A good way to tell if they "like" it or not is if your frog settles into the typical tree frog rest position. The back legs are tucked in but not tense and the front legs are folded under there head. If they are tense then your frog dosn't want to be handled and it will cause them a lot of stress to do so.
