I can't be sure. Red leg causes bloating/loss of appetite/lethargy/and listlesness. Is it swollen? Is this an albino Pac?

Probably is. Red leg is a bacterial infection. It usually appears on the under sides of the inner thigh and is actually red due to burst blood vessels caused from the bacteria.

i would soak him in some spring water for a few water and go from there
I would also check out the frog first aid sheet on this site. The first things to do are soak him and make sure his environment is clean. Keep us posted.
I have no experience with red-leg, so I can't really give you any advice on that, but since you mentioned neosporin I thought I'd put in that if you ever use neosporin on any amphibian, make sure you use the kind without painkillers. Painkillers will kill your frog.
You can also try a very small amount of sea salt in the water. It could drawl out anything within the foot. Has to be uniodized salt just pure sea salt. A few flakes or granuals disolved in the water. Don't get it in the frogs eyes incase it could irritate them.
