What keeps this snake rack from housing pacs? Ventilation?
I would imagine it's difficult to maintain high enough levels of humidity for pacman frogs in there.

These racks are specifically designed to keep humidity in, they're plastic tubs.
How big of a opening do they have for venting. They might loose to much humidity.
First off, thank you guys for the quick response... The rack is designed for snakes and the top of the tub is flush with the rack to prevent escapes, generally holes are drilled in tub to provide ventilation, this picture is more along the lines of what I'm looking at
How would one heat them?

Yeah this snake rack would work; only be useful if you were keeping a great amount of pacmans though or breeding. I saw a guy on YouTube that owns all different types of pacmans for breeding and collecting. He kept them in shoebox racks stacked all along each other. Allows for a temperature gradient and just overall achievable temperatures for these guys. The heat tape gets up to 120F, so if you're running it all along the back wall where the racks are going to be, make sure you use a rheostat or light dimmer to control wattage output.
Ventilation coming through the holes in the side and front will be fine, plus it holds humidity in a lot longer like you mentioned.

@pac Oh, really? That's cool, I never knew that. Yeah he had a very nice collection of the Ceratophrys family. Wish he was still around, I don't know what happened. I know he was working with Philippe a little bit, breeding his auritas and cornutas.

I got the idea on the pacman housing from him. Its very efficient. The frogs love the tranquility. They hold humidity and heat. I had no problem yet. Its a economical way to keep pacman frogs. The tape heating is a very safe and economical way to heat multi units. Its very easy to work with. You can cut it to what ever size you want .The snake guys heat there racks with this method. All you do is change the concept.
Snake racks work amazing for pacman frogs. Because they prefer darkness. I been using racks for Years. Its the best way to maintain heat and humidity.
