Looks like a Hylid (tree frog family). I'm not familiar with your state's frogs and toads but I would hazard a guess that it's a member of the genus Pseudacris.

I believe he is a Canyon Tree Frog. Hyla arenicolor.. At least he looks like the one I found here..
