I don't know what to tell you. These are not symptoms I am familiar with, so all I can advise is for you to bring it to a vet. Maybe you can make some sort of payment arrangement with your vet. I know mine will do such things as the animal always comes first to him. Good luck.

To sex Bombina orientalis see the Fire-Bellied Toad Care article. Fire-bellies are toxic but you will not be poisoned unless you either try to eat them or handle them roughly with open wounds on your hands. After you handle them, which you should do minimumly, don't touch your eyes or mouth until you have washed your hands.

Its a White's treefrog, Litoria caerulea, AKA the dumpy treefrog.

Sounds like shed skin. By the way, "white-lipped and dumpy treefrogs are two different species, Litoria infrafrenata and L. caerulea. I think your confusion is over the other name for the dumpy, White's treefrog, named for English surgeon John White in 1790.
