Your frogs are acting fine, but the tank you have is not big enough from what I can see in the video. Did you research these frogs before you bought them or are they an impulse buy?
ADF are nearly blind - they see shadows mostly and they interact with their environment by touch and feeling motion through the water.
They are not aggressive - they are stupid. If the feel something moving near them, they think it is food and they try to taste it. Again, not aggression but a combination of small brains and awful eyesight.
These two frogs need a 5 gallon minimum tank, filtered and heated. They also breathe oxygen and you will see them going up for a quick breath of air then coming crashing down like the world's ending - quite normal.
This is a very skittish species and they need lots of hiding areas in their tank to feel braver - if they know there are plenty of places to hide incase "danger" comes, they will be more comfortable. They will spend lots of time relaxing, whether laying down or in their "Zen" positions which looks like standing, if you were looking for something to be constantly moving/playing about then this is not the pet for you.
What is important on your part - is to calm down, get them a properly set up tank, and do some research into their care. I have a page about ADF in my link if you want to start there.
